What is up with hiring the teachers back?

So this county is so broke teacher have to be cut and jobs have to be taken away, all against the schools own policy. Lately the trend seems to be reversing itself, most of those that were cut have been hired back. How did this happen? Did the county magically find some money or were these people used as financial pawns by the division superintendent. IF the school system was as broke as advertised, where did the money come from to hire the staff back? Did our enrollment increase? Seems to me human leverage was applied to try to get more of what the school system wanted? There is an end game to all of this, I have been getting details little by little lately.
